No, you would not be able to run mac os x on your athlon processor. Apple has some software which would be able to detect mac-specific parts, and would not allow the OS to be installed on any other computer.

No, not legally, OS X is designed to ONLY run on Apple hardware.

You could buy a MAC and run Windows on it, though. Leopard includes Boot Camp.
