Bad management.

Too much spending on social projects- games and free food to keep the unemployed Romans happy. Massive construction projects like churches and palaces which were extremely expensive but served no useful purpose (except making the Emperor famous)
Not enough spending on the Army which was needed to protect these layabouts. The late Roman army were not even issued armour- just helmets and shields, with only a bad spear for weaponry

Orgies, and bad management of the Empire. In addition, probably a few of their neighborhoods were getting stronger.

Peter's right, it was bad management, but one of the factors was the miraculous running water that was in so many buildings. The pipes for this water was made from...lead! One of the symptoms of lead-poisoning is apathy, and I'd tell you what that means, but I just don't care anymore! ;-)
