Legislation changes - Usually HR handles the issues that are controlled by law as it pertains to their employees or safety.
Lack of concern by management - There are a lot of pressures on other managers to control costs and increase production. This is often counter to safety concerns which HR usually is the champion.
Low labor pool - It is hard especially in an up economy to find qualified people to fill important jobs.
Low end of the priority list - documentation of employee's performance is important to HR but a nuisance to the supervision.
Legal requirements - There are a lot of issues that HR must comply with. Proper documentation. Checking reference and immigration status. proper filing of information to match security requirements, etc.
Increasing cost of Health care - HR is the key area to deal with these issues. There is a squeeze between the benefits from employees and cost for the company.
Union dealing - This is not in every company but if there is a union, HR usually is the face of the company when dealing with union issues. Most unions have gotten more realistic in there approach but the careful handling of issues through the union can often require much tact.
