Not all of them are bad, but there are quite a few who
let the feeling of power and authority get the better of them.
And... even a large number who pursue the job in the first
place for that power.
It's difficult to prosecute a cop, and they get away with much that
would put an ordinary citizen (well, one who isn't politically connected) in the slammer for a long time.
You'll need solid proof, for one thing. If he's still engaging in this behavior, I'd get video, or at least a solid witness. The witness would have to be someone who could break the Thin Blue Line, though... and that'd be a toughie. I'd go for an actual recording. Make copies and hide a few for safekeeping.

If you believe that someone molested a child you need to call Child Protective Service or police. They will investigate, and turn over evidence to the DA's office to determine where they should be prosecution based on the evidence.
Most cops are good people. They are well screened. Occasionally one may error. They are still human. But this does not allow a crime against a child.
REPORT IT IMMEDIATELY

If he is a local policeman, report it to the state police. Peferably go to a state police office that isn't too near by so that the officers there aren't as well aquainted with the officer in question. You want someone who will truely investigate and not dismiss your claims out of hand. Take your niece with you to report the crime, if possible.
Most cops are neither selfish nor gay (that comment seems a little out of place here - after all he molested your niece and not your nephew).

Not the first time I've heard of this. I know of one cop that was taking middle school and highschool girls into the park and having some fun with them.
He actually got a 14 year old pregnant.

Report it to the police and press charges. Write down every piece of evidence you can find on this and keep good notes so you won't forget what the little girl said and if there were any evidence on her. You should've taken her to the hospital to have her checked out. Don't destroy any DNA.

Okay...first calm down. Not all cops or people are the same. He is very bad and you can report him to his supervisor....maybe they can talk to other people who have been in contact with this same guy, and can determine if this is a pattern. The best thing to do for now is comfort her, and be sure to keep your temper in check, because when you get angry, people have a tendency to not listen to you. Get your facts together, calm down, and go to his supervisor. Good luck, and sorry for your niece.

Of course he says he didn't do it. File a police report, they'll interview the child. You go ahead and press charges, this may become a long investigation sometimes, it's always good if they can find other victims and have them testify

You don't convict him.That's up to the judge and jury if it goes that far.
Report it to the DA, but you will have to prove your allegations. Same rules apply to him as to anyone else. Innocent until proven guilty.

I believe cops have the best way of getting away with things and to convict him would be extremely hard. You would need substantial evidence such as a video tape or something that puts him in hte scene. Just her testifying would not be enough. First step, get a lawyer.
