They just mounted a surveillance camera aimed at our garage. They have made a habit of making unfounded complaints to our local council - all investigated, all found groundless - and now we have this.

Wow, that sucks. Since the camera is on their property and I'm sure they'd make up a lie about why it was there, it would be hard to prove it's against the law. I would usually say ignore them and they'll get tired of it, but I don't think they will. If you do decided to talk to them and ask them how you could compromise and stop all the complaints, try to make sure you do it in a public place with an impartial witness. I could just see them saying you "harassed" them when nothing of the sort happened. Worst comes to worst build a tall fence or try to put up something that blocks the camera, like a birdhouse or flag.

The surveilance camera may be legal. But it may also be legal for you to shine a laser light into that camera from your home so that the camera doesn't work so well.

You can buy a laser light pointer that some people use for lectures and public presentations. It may be bright enough to interfere with the camera at such a short distance.

Call the police on them, even if it is a civil law situation, they can mediate. Get an attorney to write a cease-and-desist letter. Consider extra-legal options.

Set up your own surveillance camera aimed at their house.

sorry, as long as the platform for the camera is on his property, it is legal. Technically, you are in his "way" and are "background." if it gets intrusive, call the cops.
