The 96 Bulls played in a watered-down league, when the talent was at an all time low.
The Celtics won at a time when the competition was never better. They would have easily won 70+ games in the 90's, but the Bulls would have been lucky to win 55 games in the 80's.
The 86 Celtics would have wiped the 96 Bulls off the floor.

The 1995-96 Chicago Bulls. They took out all contenders and had two of the best players ever in Jordan and Pippen. They were also ahead of their time in that they were one of the first teams to prominently feature an international player in Tony Kukoc. Although Vlade had been in the pros for a number of years, Tony was probably the first real international "star" in the NBA. Even with the circus sideshow (and possibly the best pound-for-pound rebounder ever) that was Dennis Rodman, they still won an NBA record 72 games, and rolled through the playoffs.

The 95-96 chicago bulls were. they were 72-10 and the first team to ever win 70 games in a season. Still no one has been able to match that.

All of the one's ahead of me said the 72-10 Bulls. But i have another answer.
The Boston Celtics of the 60's which was lead by Bill Russell & Bob Cousy. They won 8 straight NBA titles. They say defense wins championship. I say the Celtics of old was pure defensive dominance.
