Anime have many styles. It depends on the writer and target audience. Incest theme is usually for an extreme otaku audience. Anime based on H-games usually have this theme too.
If you find it creepy to watch such things, don't watch it. Find other anime, like bleach, naruto, gundam, etc. If you're a male like me, you'll like the shounen anime i.e. anime for male teenager.

Well, it's more likely her 'brother' acted as a surrogate for the viewers who want her affections. The point isn't exactly incest, but more of pleasing fanboys with lovely affectionate females that give you affections with the devotion of younger sisters. Some like "Sister Princess" though, give loop holes to prevent the stories to be full blown incest.
Of course, in real life, younger sisters and women in general are a pain in the butt, but with their own charms that outweight their disadvantages.
Now, in stuff like "Ayashi no Ceres", "Angel Sanctuary", and so on, incest is quite a major part of the story.
However, in "Ayashi no Ceres" it was due the feelings of their common ancestor.
While in "Angel Sanctuary", it's very hard on not to fall for such a beautiful, pretty, cute, girl like her, then again maybe it's just me. On the other hand, maybe she's just inserted to draw in straight fanboys (as a beautiful girl in a sea of beautiful boys), avoid the protagonist from looking too gayish by giving him an extreme sister complex to a beautiful girl, and add some more shock value (which is a lot, including her expiration), which basically reduced her sister role from integral story plot into fan service. Then again, "Angel Sanctuary" is more of an escapism than an actual story, with lots of fan service. Ahh... She never to laugh again, to cry again, to be angry again, er..., sorry, wrong story.
"Dead Or Alive" also border the line between fan service and story plot, then again, we're talking about "Dead Or Alive", so it's more likely the former. I mean, how many times we need Kasumi to say "onii-chan"?
As for creepy.
Well, replace 'younger sister' with 'younger brother', it might get even creepier to some.
Personally, unless I was ordered by God, no way I be involved with my sisters. Too much alike too find any peace.

I love anime. I dont really concentrate on the relationship between brother and sister that much. But in Full Metal Alchemist, The Elric Brothers always stand side by side and take puches in the face as jokes. But when I'm with my brother we mostly end up fighting.
