Nikolai Karamzin, the most authoritative Russian historian of the 19th century, thought there were only two, fools and roads. Mikhail Zadornov, a late 20th century satirist and stand-up comedian, thought there were four: winter, spring, summer, and autumn.

1. Corruption : it limits business development in cities and annihilates any project in remote locations.
2. Oligarchy : huge corporations like Gazprom are becoming richer but they don't necesseraly invest in Russia economy. Many high-profiles CEO prefer to grab a bit more money for themselves and invest in soccer teams in England or any other foolish to spend (or wash ?) tons of money.
3. Roads : too big for a country to manage, especially when its major cities (Moscow, St Petersburg) are very close to each other.
