I know it wasn't last century but all the policies that have been made based on it's knowledge last century have led to horrible waste of money in ill-founded policy. What's worse is how some of the other answerers reflect a still strong and going belief in this doctrine.

Whoever it is, that person may have his/her centuries confused. I assume that this person is referring to the notion of the human mind appearing originally as a _tabula rasa_, or "blank slate" - which was originally formulated by John Locke, of the 17th - not "this last" century.

I know that Stephen Pinker wrote a book in 2002 called The Blank Slate, in which he criticized Locke's view of mind, among other things. However, I think he may have been knocking down a straw man, since few psychologists accept the _tabula rasa_ as a model of the human mind nowadays.

The term in latin is "tabula rasa" and was coined by Aristotle. Socrates believed the opposite: that we are born with all knowledge in our minds, and we need only find the means to get it out into our consciousness.
It makes great sense to believe that the mind is a blank slate, when at birth the mind has had no exposure to the empirical reality of his new existence.
So the theory is more than 2000 years old, not "of the last century."

I disagree. I believe the concept is rather accurate. If you were depict the human mind you would find people do not have the ability to think for themselves, but rather follow the doings of different "individuals." Starting out as a blank slate, you observe others actions and shadow their choices.
