The model airplane will balance the force of gravity with lift from it's wings. As long as the guideline is level horizontal, then the force is the centripetal force

m*ω^2*r
since ω=v/r
the force is
m*v^2/r

r is the length of the guideline
r=17 m
m=0.9
for v=19 m/s
F=0.9*19^2/17
19 N

for v=38 m/s
F=0.9*38^2/17
76 N

b)
v=28
m=0.9
for r=11
F=0.9*28^2/11
64 N

for r=22
F=0.9*28^2/22
