They were bowing because Frodo and his friends bore the weight of the ring, a ring that would have corrupted most. Hobbits are filled with love and are therefore best equipt to have that burden. The people bow because they know none of them would be where they are without the sacrifice those four hobbits made to save them all. If you looked into the heart of darkness, if all the myths and uncertainties were stripped away and your gaze fell upon the absolute horrors beneath the veil of reality, it will forever change you. The rings are metaphors for whatever form of wealth you choose (gold, money). The one ring is the central bank, so to speak. The world Frodo once knew before the fellowship began was dead to him forever. The knowledge Frodo possessed could not be erased. Just as any knowledge we obtain about this world of our own pertaining to the truth hidden in plain sight will change you. Frodo was not the same hobbit he was, nor would he ever be again -this was his sacrifice for carrying the burden of mankind. His innocence lost, being only a shell of his former self with no hope for a joyous life and memories to haunt him for eternity, Frodo could not remain. He left because there was nothing left for him except memories. But, I like to think he also had some good memories which remained. You see, it was by chance that he averted certain death. Galadriel knew his fate. He was destined to die in fire. As it turned out, what remained of Frodo simply did not belong in Middle Earth. Frodo himself is a metaphor for those who seek knowledge and find what they were after.

Let's go back to the beginning, when people doubt Hobbits for the heavy task. Did you notice Gandalf's expression when Frodo said, "I will take the Ring, though I do not know the way"? His heart broke thinking his beloved "hobbit" friends who lived in beautiful and peaceful hobbiton were to face great peril. People were still uncertain and certainly did not put much hope to them. But do you know the Two Towers? Saruman's Orthanc and Sauron's Barad dur? Guess what? Those were destroyed by the Hobbits. The Orthanc by Pippin and Merry (together with the Ents), and Barad dur by Frodo and Sam (by throwing the Ring). Well, people (by people, I mean all creatures againts Sauron, in Middle Earth and in our Earth), you owe your bow to them, do you not? It turned out the small hobbits did something big, and trust me, they deserved more than just a bow.

They bowed to them because they saved Middle-Earth from Sauron's destruction. It was a symbol that said, "Frodo and Co. we are in your debt."

Because they willingly risked their lives to save Earth from being ruled and corrupted by the evil force that the ring would have brought forth in whoever would have worn it.
