Windows Vista Ultimate comes with dictation features. This can be useful because the voice commands are then built into the operating system, allowing for voice navigation.

Alternatively there is Dragon Naturally Speaking which is another option to investigate for dictation.

I found out about a program on tv that talked about voice activated software but can't remember what the name of the company is right now that offers it. I've heard of this software being used before also by blind people. I've also seen it sold at places like Office Depot.

Check with the State's Dept of Health and Rehabilitation or Vocational Rehabilitation to see if they can help with getting this software for your brother and sister-in-law. If they can't help you get it they may know of other resources that might be able to help you get more information.

Scientists are developing technology that will allow us to communicate with computers without having to touch a mouse or keyboard. What they do is insert this chip into your brain and you are able to control the computer almost as normally as you do with a keyboard and mouse.
Currently, they already have this technology, although exterimental. Its used for people who cannot move their arms or legs. Its really hard to use it effectively. In this one tv show explaining it, the one guy was supposed to draw a circle, but the best he could do was what seemed like a squarish blob. We will eventually (possibly within 20 years) be able to develop more advanced chips to acomplish things like this.
