is it legal to watch videos online?

i wonder if i watch videos (movies) online, is it legal as long as i don't download it. The follow site that i go through are youtube stage6 tudou. will i be caught by police (how do they know)

The police would know because they can look at the transactions at the other end.

However, depending on the site, they might not be looking for you. If the site allows you to play a video without paying and without warning you about play limitations, you are not breaking a law. (Unless the site is breaking the law by making the videos available in the first place.)
