Purchase one of the large dog houses (or pet houses since cats can use them too). You'll have to have a high relationship with both cats, and they'll have to have a high relationship with each other as well.
To get them to woohoo, just click on the sim of choice, then click on the cat, choose the option to "try for baby", then with whatever other cat. If the relationships are high enough with each other, they'll go into one of the pet houses and "woohoo". You should hear the lullaby. After three sim days, you'll have your kittens.

Buy a dog house and preferably be best friends with your
pet. As well as having a good relationship with the other
cat and click on your cat to where it says Special and it
was say make Offspring with .....(whomever the cats name)
Afterwards the cats should go into the dog house and
