It means that he planned what to do and actually did what he planned.

Planning is working out mentally just what you want to do,even how you will do it/ Doing is executing this planned task ,goes without saying that most of us do not get down to actually doing all that we plan to do
I have been planning for a long time to write a short story ,but unlike the man in your example i did not get round to it,while he ,determined man actually made it work.

It means that this person thought about doing something AND acted on his thoughts. For example, if you plan on going to Las Vegas and you actually go to Las Vegas (not only did you plan your trip, but you actually carried out your plans). Hope this helps!!!

Planning is the preparation or thinking about something.
Doing it means carrying it out, putting into action.
For example: planning to rob a bank is not a crime;
but, actually doing it is.
