A good dive.
Pressure is a measure of force/area. The force would be the same for both, but with a belly flop you increase the area of contact. Increasing area reduces pressure.

I think a belly flop exerts more pressure. Here are two reasons:
1. While pressure is proportional to area (as others have written), time is also a factor. In a good dive, the pressure is exerted over a longer period of time. In a belly flop, the pressure is exerted all at once.
2. The surface involved in a good dive is nearly the entire body, while the surface area involved in a belly flop is just one side.

Anyway, it seems obvious... good dive, no splash, no pain... belly flop, big splash, lots of pain.

the dive
because more pressure is being exerted at one point
whereas a belly flop, theres more area for pressure to be exerted
so it's weaker

Aughh. How can anybody ask. The belly flop of course. The water slaps your chest and face and you come out of the water red as a beet. Dont forget the pressure(embarassment stress) that follows from hoots and howls of laughter from your friends.(This is not a scientific answer *g*)
