my work is moving to bi-weekly pay this month. payroll stated that we're going to be paid with our semi-monthly salary on the 14th of december. on december 28, i'm going to get my first bi-weekly check (my annual salary divided by 26). am i being short changed by the company i work for?

Not if the payroll department is doing their job properly. The amount will be different on each check but over the course of the year you should be earning exactly the same amount. It's just a different way of dividing.

In my experience, bi-weekly checks are easier to deal with (from an internal office point of view).

If you are concerned, ask if someone that handles payroll can explain how they are making the change. They should be able to show you that you are making the same amount of money, just divided into a different number of paychecks.

I do not believe that the company would short change you by reverting from a bi-weekly to a semi - monthly salary period. Bi -weekly, your annual salary was divided by 26. Bi-monthly will mean your yearly salary will be divided by 24. Remember you are not getting a raise, just fewer paychecks.
