They're in love, but this was cut out in the english version. It was never actually shown in the anime, but it's implied that they'll probably get together at the end.
There is one episode that was never shown in the USA or translated in which Yukito admits to Sakura that he's in love with her brother. This was episode 66 in the japanese version. I've seen this episode on youtube.com. It's really cute- you should watch it.

Yes. Here's why...
on episode 14, there were 2 girls talking about Touya saying, "I heard all girls who asked Kinomoto-san has been rejected. It's weird that both Kinomoto-san and Tsukishiro-kun don't have girlfriends." on the same episode, a girl confessed to touya, but he rejected and nodded that he's already in love with someone else.
on episode 65, touya gave up his life energy for yue so yukito won't disappear.
on episode 66, while watching the film, touya told yuki "It doesn't matter to me if you're not human. As long as you stay beside me, nothing else matter."
on the same episode, during sakura's confession to yuki, she asked if yuki have his most loved person, and yuki answered that he's most or no.1 loved one is Touya, but that he's not sure if Touya feels the same way. however, sakura told yuki that she knows for sure that touya feels the same way for yuki because he gave up his life energy and the ability to see their mother so that yuki won't disappear.
so the answer is yes, they are in some kind of intimate relationship. it might not be as lovers yet. but they consider each other "their most liked and significant" person for the other.

Touya and Yukito are lovers, since Kaho (Touya's former lover, Sakura's substitute teacher, and a physic) once said that when she meet Touya again, Touya will be with his new love.
But they aren't gay, due that Yukito is... Well... Let just say that IF Touya and Nakuru are lovers, Touya ain't gay. And Yukito is the same 'gender' as Nakuru.
Of course visually, yes, Touya and Yukito are gay. Though their love goes beyond sexual attraction, since they're not sexually attracted each other, their love is asexual ('without' sex/gender).
No comment on the many versions of Touya and Yukito in Tsubasa Chronicle though.
