Downloading file on my website?

There is a file i want someone to download on my site, and when they load the file.ext (ext is an extension made up). It shows Õ�½��ð��× ��¥
��=�����l ...
How can i make it make the user download it instead of making text?

My browser will download it from any other hosts.

It needs to be an extension that their web browser does not think it can handle or knows to handle externally.
