If you use a Linksys wireless broadband router, there’s a way. In the setup area of the router, select the tab called “Access Restrictions.” There you can create a “policy” for denying or allowing Internet access to specific computers based on their MAC address.
The Linksys software enables you to setup policies according to day of the week and time. For example, allowing access all days of the week from 5:00 pm to 7:00 pm for your childrens computer. You can also block specific sites.

Both hardware routers and software firewalls may have ways to control when specific PCs are able to access the internet.
Sygate Personal Firewall (which I know is discontinued, but I still use it) can let you block all incomming and outgoing network traffic at specific times through it's advanced rules, and you can set a password so they couldn't just go in and disable the rule.
On my Linksys router the scheduling options (which can be configured to identify specific PCs via MAC address) are on the Access Restrictions tab. (I would recommend changing the password to something other then the default of course.)

The newer Linksys routers have time control in them, it's just a setting under a tab in the web interface.
Also, just about any parental control program will have this feature...Cybersitter...etc.

Some routers will allow you to specify times where they work and when they won't (Linksys). Or just unplug the router and lock it up each night :)
