The Canucks vs.Blackhawks game on 12/5/07 no commercials,
Why is there PPV anyways for hockey games? Is this considered a televised game or special broadcast?

It's considered a televised game. Several teams use PPV to get their games on the air that aren't picked up by anybody else. PPV in the NHL can only be put out to a certain sized area, so there is nothing stopping the NHL from using that feed to send it out to the res of the world

Because it is still subject to regional broadcast rights. I am in the Leafs broadcast area, and even though I have NHL Centre Ice I don't get the games exclusively broadcast by LeafsTV as they are blocked out on CI here. If you are in the Canucks viewing are their PPV games will be blocked on CI. Same for the Flames, Oilers or Senators PPV broadcasts if you live in those broadcast regions.
