is it another malware thing or a virus? it does it randomly....the screen doesn't blur really it just looks like it's rolling or wiggling, actually....kind of does the same thing when my cell phone is next to it and it rings.....

Yes sounds like you have a CRT monitor and not an LCD flat screen, The tubes are very sensitive to external frequencies, such as cell phones, non-shielded speakers, fan or other electric motors.
Any of these in close proximity will cause funny thing to happen to the monitor. An electric fan will cause waves, or even if the computer is real close to the monitor it can cause waves on the screen because of the fans in the computer itself.
LCD's are not as sensitive to this but can still be effected.

It has to do with the electromagnetic field that surrounds a speaker, electric fans,cell phones and cell phone speakers etc. this field interacts with the frequencies in the monitor which also has electrical magnetic fields inside. Another things that really effects this is magnets themselves, which speakers and electric motors have in them. or even tools with magnetic tips. screwdrivers etc.
Even static electricity can cause intermittent problems with your monitor.

Check your monitor's hardware controls; some even have television-like vertical hold knobs. You may need to adjust Windows' refresh rate, or the speed at which your monitor repaints the screen. A rate below 75Hz (equivalent to 75 refreshes per second) will cause a noticeable flicker. Higher rates, however, use more system resources. Set your machine to the lowest rate at which you don't experience scrolling or eyestrain. For most monitors, you control the refresh rate from the Display Properties dialog box. Choose Display from the Control Panel or just right-click your Windows Desktop and select Properties. Select the Settings tab, click the Advanced button, and navigate to the Monitor tab.

If there isn't a place to adjust your refresh rate, you may simply need to update your monitor's drivers (especially if it's listed as a generic monitor type). Run any software that came with your monitor, or visit the manufacturer's Web site to find drivers. If you have a very old monitor, you may not be able to adjust the refresh rate at all. In that case, it may be time to go shopping.

Right Click Desktop
Click settings
Click advanced
DPI menu pull down
Change to another setting than listed
Restart computer
If it still rolls try a different DPI setting

check your h-hold and degause it it your screen has a menu system then this should be easy

also keep your cell away from it

no its not a virus or spyware its more likely that its your screen or video card

wow mine does it too! i just move the phone and it goes away. it also happens to my radio when the phone is next to it. maybe it's just some sort of frequency the phone picks up from time to time like from passing autos or something.

Make sure you don't have anything near it, such as a computer, or speakers. That's just interference.
