does this sentence sound right?

"that" is correct.

However, I would say:
Only through meaningful self-reflection does one achieve true personal growth.

I would say, "It is only through meaningful self-reflection that one truly achieves personal growth."

Or it might be even stronger to turn it around and delete unnecessary words:

Personal growth is only achieved through self-reflection.
