i used the ctrl+F11 to do a system restore but allows me to reboot ,i have a Dell Dimension E310.PLZ HELP?

i'm trying to do a system factory restore but clicking CTRL+F11 allows me just to reboot not to restore ,i have the Dell Dimension E310,any suggestions?

Do you have a set of restore CD's? If they did not come with the computer, you may have to burn them yourself.
