Well, I know that you can go to "Start" at the bottom left of your screen, go to "Programs", go to "Accessories", go to "Accessibility", click on "Narrator". It will open up windows narrator, and from there you can press "Ctrl+Shift+Space" to read any text on your screen. You can customize it a bit too, it will show you how when you open it. It is a windows component that comes with windows. I think you may have accessed it somehow. You can download more voices for it too other than the default "Microsoft Sam". Just google them, and you find more normal voices.

Go to control panel and find something like "Accessibility" may have like a handicap icon. click on it and see if it have a screen reader or something like that. It should have a few check boxes for a short cut key.
