Salt Lake City, Utah. Some of the best skiing in the world during the winter and just beautiful in the summer with hot days and plenty of water shed. Mountain hiking during the summer is great and there are hundreds of small lakes and streams.

There are many gorgeous, charming towns in the Smoky Mountains of Western North Carolina that fit your description.
We get about 12" of snow each year and have wonderful warm summers.

Toronto. but since you asked for a small town on the US i don't know of any that would be on the lake and smaller towns.
Maybe the outskirts of bigger cities is the best you can get, in the east and north.

Michigan, pretty much anywhere you go, its hot in the summer, cold and snowy in the winter.and everywhere in michigan, there is a lake nearby.
