I have a PC running windows Vista, but the PC has no wireless network card. Can it receive internet by being plugged into the extender via an Ethernet cord?

The very first question however, is to what do you need to connect into. You do need a wireless router with a DSL or Cable line.. there simply isn't any "FREE" wireless.
Now to your connection question.
Depends on the "extender" some of them will work as wireless bridges some won't! The DWL-G710 will work as both. There are a couple of older ones that won't.

What you really want, if you want to use an external device, is a wireless BRIDGE like the linksys WET54

I will tell you that USB and PCI cards are generally cheaper but the external bridges will work much better!
