Because some questions are asked in a incomplete way. To make you think and answer in a way that you think is best and they either can't be bothered or they truly are confused.

I believe, or I've taken it to mean, that they don't understand the question although why people would answer a question they don't understand is beyond(which is the polite way of saying I don't understand) me!!LOL
