My company has decided that they want to cut a fellow employees wages because he has changed positions. It is my understanding that this is illegal, but I cannot find the statute that covers this particular issue - can some one help?

If you are in the US, and he's not covered by a contract that does not allow his wages to be cut, then this is legal. That's why you can't find a statute - there isn't one that forbids this.

They could also lay him off totally. Or he could quit if he isn't willing to work under the new conditions.

You can not find the statute if you are in the US, because it does not exist. A company has the ability to set and adjust pay for employees. A union contract may govern pay issues, but absent that, if the job he changed to is in a different classification or pay-level, the Company has the ability to lower pay.
