There's no easy answer to this. Celebrities sometimes pay photographers to follow them around.

I think that we obviously need some laws to help celebrities (and average citizens who end up in the media) when they are being harassed.

I think it's harassment.
Aside from those that want
the publicity, I don't think they
should be aloud to take crotch
pictures.
If an average person took pictures
of woman's crotches, he would be
on trial.
They're just paid stalkers.
