would taht be like in tv shows where an external psychologist gets called to give an opinion on a criminal?

obviously in a different context, but is that the idea?

It means that on a particular issue that that company's executive has insight which could prove valuable on deciding an issue and was called or allowed to testify in a Senate hearing on an issue.
This happens all the time for a wide variety of issues but especially for energy issues.

It sounds pretty straightforward; they provided testimony to the US Senate during some kind of hearing.
