...Even though the Deccan volcanism was going on, which one would think would reduce the sun's rays reaching the Earth, and ocean levels were dropping?

It's true. The Cretaceous was known for its hot and humid climate. I have not heard of any glaciation in the Cretaceous Period or the Mesozoic Era.
