Winston Churchill was the Prime Minister of Great Britain. That is not a 'monarch' but an 'elected position' ... only a King, or Queen is the 'monarch' of a country, or a Prince or Princess of some of the 'smaller' countries like the one which had Prince Rainier, Monte Cristo.

Sir Winston Leonard Spencer-Churchill, KG, OM, CH, TD, FRS, PC, PC (Can) (30 November 1874–24 January 1965) was a British politician who served as Prime Minister of the United Kingdom from 1940 to 1945 and again from 1951 to 1955. A noted statesman, orator and strategist, Churchill was also an officer in the British Army. A prolific author, he won the Nobel Prize in Literature in 1953 for his own historical writings.

A monarch is a person anointed and crowned a king or queen. In Britain this position is the head of state, though powers of legislation, making war, and assessing taxes, falls to the Parliament.
Winston Churchill was the Prime Minister, asked by Queen Elizabeth's father George VI, to form a war government following the beginning of World War II.
Usually, the Prime Minister is the leader of the party holding the majority in Parliament. In times of great emergency, Churchill was asked to serve in this particular instance. He was re-elected to Parliament in 1945, but his party (Conservatives) failed to win a majority and he was replaced by Clement Attlee. This evidently floored Stalin, who couldn't understand how this could happen, though it did, right in the middle of the Potsdam conference.
This confusion, on Stalin's part, on how democratic governments work is not surprising considering what happened after the war.

No, he was the prime minster of England during World War Two. Prime minsters are leader of parliment, there's still a queen in Britian but she has little influnce and is more symbolic.
