you lift the flap and water wont enter the bowl or the bowl just fills with water?

if the latter you can try plunging, if not that it may require a toilet snake to unclog it

if the former then something is obstructing the water from entering the bowl from the tank

When you say "lift the flap," do you mean the handle? The flap is the little rubber stopper in the bottom of the tank. If you meant the handle, then the chain or cable linked from the flap to the handle rod has disconnected. Reattach the chain and it should work.

You are indicating that you have lifted the flapper and the water is not going into the bowl? Has anyone ever put one of those tablets that sanitises your bowl? You may have it lodged in between the tank and the bowl. This will require you to take the tank off and remove this. Then reinstall the tank. If it is just your lever not working then the previous answer was correct.

If you lifted the flap and it won't flush, then your toilet is plugged up.

Then there something in the pipe thats clogging it. I wouldn't go in there searching for the content myself if I were you. Get a plumber.

You are going to have to plunge that stuff. Hold your breath and get to work.
