I'm talking particularly of cases like the late Klaus Barbie (Butcher of Lyon) who was reportedly used by the CIA. Should Western countries apologise for this sort of behaviour?

They were wrong alright, but the plain fact is that the OSS bought the SS argument that our new enemies were going to be the Soviets, and they had lots of information on the Russians. They had an espionage network operating in the Soviet Union since the early thirties, and we were comparative newcomers. So, yeah, there were reportedly plenty of former SS and Gestapo in the early CIA.

And we should apologize for this.

I'm not certain they did, with the exception of Barbie.
Many Naziis fled to Brazil, Egypt, and Russia. Should we try to get Egypt to issue a mea culpa, or Brazil?
(You'll always know a German immigrant in South America as they try to pass themselves off as Italian - a very blonde haired, blue eyed, German speaking Italian.)
No Nazi official or war criminal was sheltered in the US legitimately, to my knowledge. Most of the Naziis Simon Weisenthal caught were in the Middle East or South America.
But I would say that apologies may be in order to the peoples of Ireland, India, the Caribbean, and certain nations in Africa and Asia, from a certain colonial master who wasn't very nice to them, not to name names.

Yes, western countries were wrong to protect those thugs. Perhaps western countries at least need to apologize for this behavior. Good Idea!

The political climate was different after the war, the new enemy was the USSR, so why focus on former enemies. Should be we apologize for winning the Cold War or doing everything that we could to win...hmmm, nah i think not. That's not to say i'm against putting them up to war crimes, but nowadays that point is moot.

But, if we knew the truth I think we'd find that, the CIA has a lot to apologise for.

wrong? heck no ... how are we supposed to teach our kids to be anti-semite, racist, homophobic mass murderers if we don't have people like Uncle Klaus around. By the way, did you know he's a first cousin to Santa Klaus?
