The German high-ranking officials recognized Germany had lost the war and decided to sue for peace rather than drag it on.

First a new government was formed because the Allied powers would understandably not allow the same government which got involved in WW1 to continue to rule.

The Weimar government specifically came into power because they were democratic and so it was believed at the time that the Allied powers would be more lenient since they were dealing with a fellow democratic state. Especially important with the rise of Communist Russia on the Eastern Front.

A new government was also implemented because when things go wrong, the blame is tossed around, and Germany was a mess! Germany under the Kaiser wasn't successful, so some intellects were thinking maybe the democratic system worked better, which made sense considering the dominance of Britain, France, and the United States at the time.

It was dubbed the "Weimar Republic" by historians in honor of the city of Weimar, where a national assembly convened to write and adopt a new constitution (which became effective on August 11, 1919) for the German Reich, following the nation's defeat in World War I.
