Simple anwser is two reasons.

Soil is very find sand with organic material in it.
Without the organic material, it would just be dust and sand.
Compost is a relatively easy way to produce your own fertilizer. It will do wonders for your garden.
I removed an above ground swimming pool after I bought my home, and there was a 6 inch layer of sand with nothing but hard, red clay under it. I used my grass clippings as compost. I would spread them over the sand each time I mowed. About once a month, I would use a tiller to mix the grass clippings with the sand. I did this for 5 months, and turned the sand into soil. I planted a garden where the pool was and it grows vegetables beautifully.
