I'm having a hard time finding the exact webpage, but there are ways around this.
This webpage describes the Salvation Army's Angel Tree:
http://www.salvationarmyusa.org/usn/www_usn.nsf/vw-search/CA5EF35A2F38D5D28025704A0061831C?opendocument
Here's another page:
http://www.salvationarmyusa.org/usn/www_usn.nsf/vw-search/E1D72D152F211FAD8525724400524D04?opendocument
The left side of the main page has "Find A Center", where you can enter your zip code, and then contact a center near you and ask your questions:
http://www.salvationarmyusa.org/usn/www_usn.nsf
Good luck!
Addendum: If you do a Yahoo! or Google Search and put in Salvation Army Angel Tree plus your city, you might turn up some webpages about your local Angel Trees. Or you might try just Salvation Army and your city.
Also, there's another Angel Tree project not connected with the Salvation Army, but with prison ministries:

I get ours off the tree at WalMart, call your local one and ask (if you have one in your area). We also have a wreath at a grocery store that I have pulled kids off of, im not sure if thats Salvation Army or what.

If you have a mall in your area it will probably be there. That is where I found one last year and I got a set of siblings and bought each of them an outfit.
