I wouldn't say they can predict it, but they can certainly give you clues. Certain clouds mean that the atmosphere is set up in different ways. For example, high wispy cirrus clouds mean the weather is fair, so it probably will be tomorrow too. Low, thick stratus clouds will keep the nights warmer and the days cooler. They tend to stick around for a while and drop some rain on you.
