Honestly a beautiful necklace, Kay Jewelers has very afforable diamond necklaces and rings. I think that would make her feel special, and a personal card that tells her she's the most important and beautiful thing to you....

Perfume, Lip Glosses (Victoria's Secret sells a cute box filled with lip glosses...very cute and pretty...how old is she?)
Magazine subscriptions to Cosmo Girl, Seventeen, Teen Vogue, a nice Jacket, shoes, purse, etc....so many things. How old is she, you didn't mention her age.

Perfume is always flattering... a few of my favs are fantasy by britney spears, escada, dolce and gabana.
pac sun is a great place for clothes... there a lil on the preppy side but not as extreme as hollister... they also have stuff for the heavier set females..

How about a day at the spa for her and you? Costs as much as you would spend on an outfit.
Get her a makeover, manicure/pedicure, and a haircut... that should make her feel really special.

get her some clothes, make up, shoes or anything to do with cosmetics. also monitor her when she looks at pamphlets so the stuff she is most looking at would be the things you buy her and monitor at the shops by seeing which sections she most checks out. the last thing to do is ask her.

I have given this deep thought and decided on a combination of "heir apparent" by vivian velde and a nice deep blue peasant blouse or large circular pendant and a gift card to her fav store. Letting her choose is never a bad idea. And ASK HER!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! times a million more question marks.

You can not go wrong with a Wii games console.
Keeps children active and I am sure there are plenty of games for girly girls
