On the news lately has been an ongoing argument about lake Baikal. Do you think the people who live around lake Baikal should have the largest say in what happens to the lake? why? why is the lake so important to them?

Wouldn't it be a perfect world if the people who know the most about someting were the ones to decide its fate. I may be wrong, but i believe this lake was drawn down by the Russian government to accomodate irrigation for the farms in the area. The problem is that they emptied the lake. It appears to have affected the fishing a great deal. Face it, almost everything ou species touches turns to crap.
