Yes, the only two states they're illegal in is Hawaii and California. Some cities have also illegalized ferrets, but I can't think of any in Arizona that have.

EDIT: Just to be sure, check with your local animal control center to make sure they're legal in your county/city. Even in places where ferrets are legal, some require permits to keep them. Some places also require they be kept up-to-date with shots.
