1 cm3 is the same as 1 millilitre. 400 microlitres is 400 times 10^-6 liters. To get to 10^-3 liters, you divide by 1000, so the answer is 0.4 mL

one cm3=one ml

1 liter=1000ml=1000000microliters

so there are 1000 microliters in one millilieter

since one ml equals one cubic cm, there are also 1000 microliters in one cubic cm

therefore:

400microliters=0.4ml=0.4cm3
