Yes, especially if the unit was taken off the rental market due to your downpayment. The time to determine whether or not it is refundable is BEFORE you give it to them.

well, not if you have a paper that say it was a refundable deposit. But yes, they have the right to make it a nonrefundable deposit. Pet deposits are generally nonrefundable.

what does your lease say. This will tell you the answer.

I'm guessing you didn't pay a deposit, but an application fee. Correct? If so, this is usually not refundable.
