When I was in grade school in the early 1970's, there was a jump rope style toy called Footsie. It had a red plastic ring about 8-10 inches in diameter, to which was attached a 3-4 foot long narrow plastic rope-like piece with a red weight on the end. The idea was to put the ring on one ankle and swing the rope around to jump over it with the other foot as it came around. I think I recently saw a new toy being introduced similar to this although it wasn't called Footsie.

It could mean two things- one playing footsies with another person feet or the little slip on socks that are called footsie.

I always thought it was "a game of footsie", that you would nudge someone with your foot, and they would do that back with their foot. Usually I would associate it with being immature. Especially doing that while someone's giving a speech or a lecture and they're poking each other with their foot under the desk they have or such.
