I watch "Tim man" and thought it was really good, but here's my question was it a book before it came a movie or was it just something the scifi people made up?

They said it in the advertisment leading up to the miniseries. A retelling of "The Wonderful Wizard of Oz," which is the very first book in the Oz series. L. Frank Baum is the author of "The Wonderful Wizard of Oz." "Tin Man" is less a modernizing of the book and more a series of future events for the book. Dorthy Gale is the great grandmother of "Tin Man's" DG, though how many greats in there is hard to say. DG's father call's Dorth her greatest great gerandmother, which could mean either that there are several greats in there or that she is the most well known of DG's great grandmothers. And the one time we do see Dorthy, the only thing that could potentially give us an idea of the date is the house. No tech is shown and Baum's book came out in 1900. So it's likely we're looking at Dorthy being from either the mid to late 19th century or the early 20th century (most likely the former as Baum would have been writing the book before the turn of the 20th century). "Tin Man" rather clearly appears to be taking place today during the 21st century based on the kinds of tech and such we seem to get in the first hour of installment one on Sunday night.
