I would have figured a bunch of guys from the mid 70's A's would have done this, but...there was only one.
Herb Washington, always as a pinch runner, stole 29 bases in 1974

Well I surmise that only someone who was a pinch runner could do this ( I am such a genius at times- sorry, Kris, only joking) If my guess is right, it would have had to of been Herb Washington put there not for his bat but for his speed.
