Last year my father gave me a new chess set on my birthday...I just don't know how to play it.

Best way to learn is to find a patient person who knows how to play, and have them teach you the moves. There are 6 kinds of pieces, and they each move differently, with a couple non-intuitive exceptions. (castling, en passant) Once you have a feel for the pieces, reading or playing online will make much more sense

Get Chessmaster for PC?

Don't read to learn chess, it won't help you gain experience. You need to learn to analyze your opponent's movement while you are playing, otherwise you are just learning and you don't know how.

Reading is useful after you learn to play, I recommend you read mid-game strategy and finishing moves to top your game.
