Originally, the "14 Points" speech by Woodrow Wilson lead to the League of Nations that eventually lead to the United Nations. But, it was embedded in the Treaty of Versaille (France) as part of the resolution to WWII. Eventually, this lead to the United Nations charter, etc. etc.

The League of Nations pioneered the organization of countries as a world government. However, it was replaced by the United Nations due to the occurrence of the World Wars when countries organized themselves as a cohesive group in San Francisco, USA on 1948.
