use the equations
2l+2w=40
l=w+1
and solve by substtution
w=9.5(width)
l=10.5(length)

p = 2w + 2l = 2(w + l)
However, l =w + 1
therefore subsitutute

p = 2 ( w + [w+1])
p = 2 (w + w + 1)
p = 2(2w + 1)
p = 4w + 2
40 = 4w + 2
4w = 40 - 2
4w = 38
w = 9.5 cm
